In White Plains Family Court in Q4 2013 alone a mere 38 attorneys received 825 18b appointments costing taxpayers more than $40million in legal fees while the bottom 64 attorneys received only 203 18b assignments worth about $1mil. The top 18b attorneys in White Plains have over 100 litigants in White Plains Family Court alone. With such caseloads, in a single quarter, it‘s mathematically impossible to schedule cases. Adding one or two more FC Judges will not have any mathematical effect on the scheduling problems created with such top heavy 18b assignment patterns.
