Budget Cuts Decried

State and federal court judges and administrators, probation officials, prosecutors, lawyers and others told a New York County Lawyers' Association hearing Monday that years of budget cuts have stressed the courts to the breaking point.

Appearing on one of several panels were, from left, Edward Friedland, Southern District executive; Southern District Chief Judge Loretta Preska; Second Circuit Chief Judge Robert Katzmann and Preet Bharara, U.S. attorney for the Southern District.

Bharara, whose office is down from some 230 prosecutors in 2011 to 210 now and will lose more staff because of an ongoing hiring freeze, told the panel "at the end of the day, justice cannot be done on the cheap."
