Eastern District Judge Sterling Johnson Jr. accepted two exceptions offered by the mother to the Hague Convention on the Civil Aspects of International Child Abduction - that the two children were "well settled" in Brooklyn, and that the older child, a 15-year-old girl, was mature enough to make her own decision about where she wanted to live.
