Plaintiff Granted Fees Despite State Giving Voluntary Relief

Justice Angela Mazzarelli wrote that New York's Equal Access to Justice Act allows parties to recover fees in cases where the state renders a case moot by conceding before there is any judgment, even though the federal Equal Access to Justice Act does not.
