Courts' Bill Targets 'Paper Terrorism'

Among the six measures unveiled last week constituting the court system's top priorities for the 2013 legislative session in Albany was a bill intended to fight the filing of unfounded tax liens that officials say are designed to harass judges, court officers and other court employees.
