Panel Bars Retrial After Saying That Mistrial Was Not Needed

A Manhattan appeals court has barred a second trial for a defendant, saying his attorney's questioning of a police officer about an unrelated wrongful arrest settlement did not constitute a "manifest necessity" for calling a halt to his first trial.
