• Assistant District Attorney Brenda Fischer has been promoted to chief of the cybercrime and identity theft bureau at the Manhattan District Attorney's Office. Fischer, who joined the office in 1996, was chief of labor investigations and construction fraud.
• Chadbourne & Parke has hired Margarita Oliva Sainz de Aja as an international partner in the Latin America group. The former senior counsel to Allen & Overy will divide her time between the New York, Mexico City and São Paulo offices.
• Mayer Brown has added Mark Leeds as a partner in the tax transactions and consulting practice. Leeds, who focuses on the tax consequences of a variety of capital markets products and strategies, was a shareholder at Greenberg Traurig.
• Corporate attorney William Sturman has joined Covington & Burling as a partner. Sturman, who counsels private equity fund sponsors and investors on a range of fund formation and regulatory issues, was with Akin Gump Strauss Hauer & Feld.
• Eckert Seamans Cherin & Mellott has added Michelle Grady as a member in White Plains specializing in complex asbestos and mass tort personal injury matters. She was with McGivney & Kluger.
• Davidoff Hutcher & Citron has named Arthur Goldstein as chair of the New York City government relations practice.
