Tenants' Bid to Recover Back Rent Goes Forward

A unanimous First Department panel has ruled that tenants trying to recover back rent from the owner of Chelsea's London Terrace Gardens apartment complex can proceed in court, rejecting the argument that the dispute should be heard by the Division of Housing and Community Renewal.
