McLeod has been on the Family Court bench since 1999.
In its third determination, the commission said Justice Douglas Brian Horton of Mexico Town Court in Oswego County should be admonished for getting into an altercation with his girlfriend at a local volunteer fire department's annual dinner. During the altercation, Horton pushed the woman to the restaurant floor, though the commission said she was not injured and criminal charges were not filed.

"By engaging in an unseemly public altercation with his longtime girlfriend," Horton "engaged in conduct that detracted from the dignity of his judicial office and brought the judiciary as a whole into disrepute," the commission said.
Horton, who is not a lawyer, has been a town justice since 2008.
