• Sarah Coyne has been appointed chief of the business and securities fraud section at the Eastern District U.S. Attorney's Office. Coyne, who joined the office in 2003, was the section's deputy chief.
• Chadbourne & Parke has added Mark Beckett and Rachel Thorn as partners on the international arbitration team. Beckett focuses on the resolution of disputes relating to project construction, long-term purchase agreements, complex commercial, acquisition and joint venture disputes. Thorn specializes in international commercial arbitration, international litigation and public international law. They were partners at Latham & Watkins.
• Hiscock & Barclay has added Marcy Robinson Dembs in the Syracuse office as a partner in the trusts and estates practice. The firm also plans to open an office in Watertown to support Dembs' client base in that region. She was a shareholder at Menter, Rudin & Trivelpiece.
• Farrell Fritz has added Jon Santemma as counsel in eminent domain, tax certiorari and condemnation law. He was the founding partner of Santemma & Deutsch, a Nassau County firm concentrating on real estate tax review and eminent domain law.
• Danforth Townley, a corporate partner at Davis Polk & Wardwell, has been appointed an attorney fellow in the U.S. Securities and Exchange Commission. He will provide counsel on rulemaking issues and other policy initiatives for the Division of Investment Management, which oversees the nation's multitrillion-dollar investment management industry. Attorney fellow positions allow experienced lawyers to work at the SEC for a set period of time, often one or two years.
• Gibson, Dunn & Crutcher has elected four New York attorneys to the partnership: Brian Gingold, corporate; Matthew Kelsey, business restructuring; Matthew Kidd, real estate; and Georgia Winston, white collar.
• McDermott Will & Emery has named new partners including Michael Dillon, trial; Jennifer Filippazzo, trial; Michael Huttenlocher, trial; Christiana Lazo, private client; and Eric Moskowitz, corporate advisory.
• Eugene Farber, a partner at Farber, Pappalardo & Carbonari in White Plains, has been elected president of the College of Commercial Arbitrators, and Scarsdale solo practitioner Edna Sussman has been elected secretary. The group promotes professionalism and ethical practice and provides peer training and professional development.
• David Freeman, a director in the real property and environmental department of Gibbons, has been reelected to a second term as president of the New York City Brownfield Partnership, a public/private nonprofit dedicated to promoting the cleanup and redevelopment of brownfields in the city.
• Harris Beach partner Philip Spellane of Rochester has become a fellow of the American College of Trial Lawyers, an invitation-only group for attorneys with a minimum of 15 years of trial experience.
