Supreme Court Justice Joan Madden in Manhattan has rejected the city's attempt to obtain mental health records from a man who fell down an elevator shaft in a Housing Authority building but dropped his post-traumatic stress claim after the city sought records of his psychiatric and substance abuse treatment.
