Pappas, partners at Weil, Gotshal & Manges, write: Commencing in 2010, the New York State Department of Labor began issuing several highly controversial opinion letters announcing a narrower interpretation of the exceptions to the prohibition on employer paycheck deductions. A recently-passed bill would reinstate categories of wage deductions that employers may reasonably have believed were lawful.
