The government reached a settlement with publishers Hachette, HarperCollins and Simon & Schuster. But it will proceed with its lawsuit against Apple and other publishers, including Holtzbrinck Publishers, doing business as Macmillan, and The Penguin Publishing Co. Ltd., doing business as Penguin Group.
