ESTATE OF ANNIE HIXON, Deceased — In this proceeding by an alleged creditor for the issuance of letters of administration to the Public Administrator so that the petitioner may pursue fair hearings on behalf of the decedent, all issues were settled pursuant to a "so-ordered" stipulation, which, inter alia, provided that letters would issue to the Public Administrator, limited to appearing as a party on behalf of the decedent at fair hearings, with all expenses to be paid by the petitioner.
